City encourages public to attend clarification meetings on draft revised Municipal Planning By-law

The City of Cape Town is hosting two meetings this week – an in-person meeting on Tuesday, 8 October 2024, and an online meeting on Thursday, 10 October 2024 – where residents, stakeholders and interested and affected parties can engage officials about the proposed revisions to the Municipal Planning By-law. The public is encouraged to attend these meetings.
The Municipal Planning By-law regulates development and land use in the city. The City published the proposed revisions to the MPBL on 22 July 2024 for public comment and has extended the closing date for submissions to 25 October 2024.
Details of upcoming meetings, and other engagements:
- The in-person public meeting will be hosted on Tuesday, 8 October 2024, at 18:00 in the Cape Town Civic Council Chambers. Those who are interested to attend are advised to send an email request to
lums@capetown.gov.za for registration purposes. Kindly include the questions of clarification in the request so that officials can prepare accordingly.
- An online meeting will be hosted on Thursday, 10 October 2024, at 17:00. Those interested in attending are advised to send an email to
lums@capetown.gov.za for registration purposes. Kindly include questions of clarification.
- Individual stakeholder meetings will be arranged on request from representative groups; kindly send an email request to
lums@capetown.gov.za, and also include the questions on which clarification is needed.
- Details of further meetings will be communicated in due course.
‘I want to encourage residents, ratepayers associations, and other interested parties to attend these meetings and to make use of the now 90-day commenting period on the MPBL. This is an opportunity to ask questions for clarification to better understand the potential impact these amendments may have on neighbourhoods, and development in Cape Town in general. I want to thank the public for their interest in the by-law, and their commitment to collaborate with the City. We welcome the robust discussions, and are looking forward to the upcoming engagements on 8 and 10 October,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.

The relevant documents that residents can peruse for a better understanding include:
- the draft MPBL;
- a summary of the proposed revisions and new provisions;
- a memorandum explaining the intention of the proposed revisions and additions;
- maps of the areas that have been identified for the proposed additional land use right for the development of affordable rental flats; and
- the media releases highlighting some of the key elements
Once the public participation period has closed on 25 October 2024, City officials will collate all of the comments received, and assess these to see how the MPBL can be further improved and refined, taking into account all of the input that has been submitted by the public during the 90-day commenting period.
‘I want to reiterate that the City welcomes the robust discussions, and is looking forward to receiving further input in coming weeks to assist us in fine-tuning our efforts, as encapsulated in the draft MPBL,’ said Alderman Andrews.
